Have you investigated any email logs to see why they may be stuck? (view log files in server manager or in /var/log/ via command line)
And have you looked here https://wiki.koozali.org/Qmhandle_mail_queue_manager

you have only a few number of trial to resend before qmail just decide to fail forever the message and just mailer deamon it.

so as suggested stop trying that and first fix the very first reason they were refused in the first place by :
- checking /var/log/qmail/ logs
- check if they are legitimate mails using the qmailhandle server manager panel, delete those who are not
- reading about the error
- fixing whatever this lead you to
- try to send a new one and see if it works
- do another qmailhandle -a only when you know it has been fixed.

just keeping running commands without actually fixing things will just let you loose your emails, and/or blacklist your server for weeks preventing it to send email for that amount of time.

Thanks,  I already see the logs our IP is block from the email receipient server, hope this is the reason. Already request to delist.  New email to other email address is fine though.

Thanks you.

so now wait to be delisted.

and before asking them to delist you i hope you fixed the reason they listed you first. Otherwise they will ignore you or list you for a longer amount of time.

yup, already installed fail2ban and with geoip I blocked those countries trying to use our server as spam. Seem to be working right. I hope

well those are two different things (unless you have openned your server ro do open relay).

by fixing issue sending i really mean to explore the reason they listed you: dkim. dmarc or spf not respected, reversed dns not set properly, maximum rate of sending mail to their network…

if not fixed before asking to be delisted, they will either ignore your request or ban you for weeks before allowing delisting after a new failed mail
