I don't know if this is to do with you having poor desktop drives, if you have a real issue, or are chasing ghosts...!

First, what happens when you run the two Seagate IronWOlf NAS drives? What does it report? Are they quiet or noisy?

I am not sure if iotop is the best tool to analyze this. Have you tested each of the drives separately elsewhere?

The people who will really know are on the linux raid mailing list.

This not really a SME issue but a software raid issue, and the people on that list will know the answers. Your really ought to ask them, but they will encourage you to use proper RAID ready drives and not desktop ones, for all the reasons we have looked at.....
