Unable to boot - Selinux

I run a production SME7 server that does nightly backups to a SME8 server. My intention is to make the SME8 server the production server in a few months time. Recently I have seen an issue where the SME8 server would not start up due to the following error. "Unable to load SELinux Policy. Machine is in enforcing mode. Halting now. Kernel panic - not syncing: Attempted to kill init!

The only way to get around it is to use either selinux=0 or enforcing=0 with some of the available kernels.
2.6.18-308.13.1.el5PAE - Will boot with either option.
2.6.18-308.13.1.el5xen - Will not boot with either option.
2.6.18-308.8.2.el5xen - Will not boot with either option.
2.6.18-308.8.2.el5PAE - Will not boot with either option.
2.6.18-308.4.1.el5PAE - Will boot with selinux=0

I think the only addon currently on the server is Affa. Not sure how to check this.
This server is a VM in Xen 5.6 FP1 with 2 VCPU's and 8GB of RAM assigned.

Does anyone have any suggestions for a permanent fix?
