First off thanks for any help that you may be able to give.  Secondly I am not sure if this is a bug (I searched and didn't see anything on the bug reports), or if there is another setting I need to change somewhere.

We have a new server that we installed SME 8.0 Beta 5 on because we started having issues with one of the mirrored drives on our old server and I wanted to be able to start using php5 and mysql 5.  The install went great and all the file transfers went great also.

I installed the old forum on to the server (SMF 2.0 RC3, same as the contribs forum) and everything synced up just fine.  Then a few weeks ago I noticed that on the forum I wasn't able to post any attachments (posting is fine just not attachments), so I did a bunch of research with SMF and we went through and did some chmod and chown changes but no luck.  We installed a new separate forum from a fresh install and it too has the same problem.

On the forum when I try to post an attachment I get this error:
   Your attachment couldn't be saved. This might happen because it took too long to upload or the file is bigger than the server will allow.Please consult your server administrator for more information.

When I go to the server manager and look at the errors I see this error:
   Jun 21 08:06:26 rudolph httpd: PHP Warning:  Unknown: open_basedir restriction in effect. File(/tmp) is not within the allowed path(s): (/home/e-smith/files/ibays/v3dd/) in Unknown on line 0
Jun 21 08:06:26 rudolph httpd: PHP Warning:  File upload error - unable to create a temporary file in Unknown on line 0



Along with these issues I also noticed that I cannot send out any emails.  I can receive them just fine they just don't go out.  We are on a cable internet connection and I made sure to set the "Address of Internet provider's mail server" correct just as we had done on the old server, but no luck.

I am not sure if these two problems could be connected some how but if they are or not I would appreciate any help given.

I checked there and there doesn't seem to be any issue like this.  I am hoping someone might be able to know what I did wrong.

you'll find the solution..

As far as sending email, I am not sure, but it sounds like the same issue I had.
I also had a cable internet, I also had set email server to use cable company email server. Everything worked fine for a while, than all over sudden we were unable to send out any emails.
After few calls to the cable company, I was informed that I am not allowed to have my own email server if I have a residential internet account (against TOS), only way to be allowed to have my own server is to order a business cable account.

I have read in some other forums that their block can be bypassed by using different email server port, but I was unable to get it to work. Only way I got it to work was by moving my server to a server warehouse (co-location facility)

Then you should have created one. :-)
