Hi I am running sme 6.0.1

I have been having some problems accessing the user manager functions, in fact I cannot access them at all.  In the past I have always been able to access them in older versions of sme.  

Can anybody give me some help.

If I said to you I'm having problems using server manager, please help me, where would you start ?

To be realistic in your expectations of help, you have to tell us what problems you are having in some detail with specific error messages etc.

Sorry for lack of information.  I have installed the user manager RPM from Dungog without any problems, but when I go to try and log on to the user manager panel via my web browser I cannot log on at all.  

I am using https and don't understand why I cannotlog onto the browser.

Are you trying to logon from the LAN or from a remote location via Internet.

If from a Remote location then you need to add your remote IP to the Remote Access panel.

When I try and log on using the IP address of the server I get the login screen, enter my username and password, which when takes to to the usual framed window of the sever, but both sides say

Are you talking about user panel (dungog)
which is accessed via https://yourdomain/user-manager

or user manager (dmay) contrib, they are different.
What rpm did you install ?

It odd to be calling the cgi-bin folder ?
What URL (exactly) are you using to access it ?

Although you said:

You did not answer my earlier question.
Are you trying to logon from a computer on the local network or from a computer at a remote location via Internet

Also if it is the dungog user panel user-manager contrib, then have  you configured which users have access to which panels in server manager first.

I have been trying to access the user manager from my LAN.  

I have also setup the user access in the server manager.  I have installed the dungog rpm and I have been trying to access it via  https://yourdomain/user-manager  and using the IP address of my server, but I still get the same message.

I just tried installing that version and it works OK.
I suggest you remove that rpm with
rpm -e e-smith-userpanel

then download a new rpm from dungogs site, in case the one you have is corrupted, and do a new install
rpm -Uvh e-smith-userpanel-1.6.5-3.noarch.rpm
